R.E. Blackwell Library
Collins Public Library was probably established in the 1950s and was originally housed in the basement of Collins City Hall. The current library building, named The R.E. Blackwell Memorial Library for former Mayor, R.E. “Eddie” Blackwell, was constructed in 1978. The Library is built on land donated for the purpose by Mr. and Mrs. Holden Rhymes and was constructed with funds provided by the City of Collins and the State Trust Fund for Federal Revenue Sharing through the Mississippi Library Commission. The Library is alternately known as the Collins Public Library or the Collins Municipal Library. The R.E. Blackwell Memorial Library is a part of the Covington County Library System and provides services to patrons from Covington and adjacent counties.
