City Hall houses the Office of the Mayor, City Clerk, Municipal Court, Human Resource and City Utilities.
The Administrative offices at City Hall are responsible for all finance and accounting, purchasing, vendor payments, human resources, city utilities, city tax collection, permits and privilege license.

The City of Collins City Clerk is a Board appointed position. The City Clerk is responsible for all Official Records for the City. The City Clerk preserves the Municipal Minutes of Board meetings. City Clerk also acts as custodian of the city’s seal, maintains all permanent records including ordinance books, contracts, grants, resolutions and public hearings. The City Clerk is responsible for the City’s Budget, Elections, Purchasing, Payroll and Personnel Records. The City Clerk serves as auditor of the Municipality and keeps financial records in accordance to the Office of the State Auditor.
The City of Collins Deputy Clerk is a Board appointed position. The Deputy Clerk is responsible for the City’s accounts payable and receivables, monthly reconciliation of city accounts, monthly financial reports and maintains personnel records. The Deputy Clerk also prepares the payroll for city employees.
